UK Employment Rights Bill pulse survey: Awareness, support and readiness analysis

The new UK Employment Rights Bill (Bill) reflects a significant shift in the landscape of workers' rights in the UK, particularly in the context of collective bargaining and individual rights.
In December 2024, Mercer conducted a pulse survey amongst HR professionals to understand the awareness of these provisions and the level of support and readiness to act once the Bill is enacted into law.
The responses revealed a nuanced perspective among participants, reflecting a reasonable level of support and readiness for the individual rights proposed in the Bill. However, there is also a notable apprehension regarding the changes to collective bargaining rules. This apprehension can be attributed to several factors, including a lack of familiarity with collective bargaining practices and the potential implications these changes may have on workplace dynamics.
Additionally, the survey sought to explore participants' perceptions regarding the anticipated 'next steps' associated with Labour's 'New Deal,' which, while not included in the Bill itself, are expected to further influence the rights and protections afforded to workers.
